Ambling through your last summer's garden is like a tonic -- it's so wonderful to see so much green again. As for the flower, I haven't a clue, but it looks well established and is very cheery.
I like how you have planters in your beds. Your pink impatiens look very pretty. I can only get them to grow in containers. In the ground they get scraggely and uneven looking for me.
Nice garden, and what a lovely mix of shade-loving begonia, impatiens and mother-in-law's tongue amidst the ferns! The snail sitting snugly next to it must be loving it, too. Shailaja, India
Lovely pics, and Jen is right, the "yellow fluff" is a centuria, a perennial bachelor's button. I have some in the old part of my new bed in the front yard. It's been there about 7 years, and I noticed it was thinner last year, so I hope it comes back this year.
What a lovely place you have. Bet you're looking forward to summer! I love all your hostas, they're one of my favorites to have in the garden. Thanks for sharing.
Thanks everyone for helping me identify the flower.I wish the garden beds were mine but they are a neighbors. And she has gorgeous flower beds. My Impatiens do not grow well unless in pots hers just grows and grows. Storms here have set us back here, no electricity or phones again.

My quick off the cuff answer, it is a Centuria? I think. Must have brain go into over drive and remember what it is.
